Legit Online Casino: Six Checks Against PAGCOR's Records
By JLJL88 Editorial Team
- Who may play? Adults, 21 and overPhilippine law sets casino play at 21, so each page here speaks only to readers who have reached that age.
- Where do the buttons go? To 76JLBoth buttons, the yellow REGISTER NOW and the green-outlined PLAY NOW, open 76JL; that brand is not the JLJL88 lobby.
- What is checked against? Public papersClaims about JLJL88 come from its own logged-out screens; claims about law and wallets come from PAGCOR and BSP documents anyone can open.
What makes a legit online casino? Being on PAGCOR’s records under the exact brand and domain you are using. Nothing the casino says about itself replaces that.
Where does the proof live? In three places: the Guarantee site and two lists.
Legit Online Casino Philippines: Six Checks
What do I do, in order?
- Open PAGCOR’s Guarantee site, launched on 18 June 2025.
- Use its game-offering filters: electronic casino games, sports betting, bingo and others.
- Open the accredited gaming system administrators list, which carries registered brands and domains.
- Find the brand, then find the domain you typed.
- If a casino claims a licence, compare the claim against steps 3 and 4 only.
- Report fakes to the CICC.
Why both brand and domain? Because the list ties each brand to specific domains. A name you know sitting on an unlisted address has no cover.
What PAGCOR Has Said About Fakes
Do fake licences exist? Yes. In a 12 September 2023 warning, PAGCOR warned about sites putting its logo on display without consent, naming three sites that produce counterfeit PAGCOR certificates. It issued a second warning on 29 June 2026, this time about offshore websites displaying fabricated certificates.
What does a counterfeit generator look like? A site that “validates” certificates itself. As examples, PAGCOR’s notice lists validator.pagcor-licence.ph, verification.pagcorlicense.ph and licensing.newwavelicensing.ph.
| Evidence on a page | Counts as proof? |
|---|---|
| A PAGCOR logo | No |
| A licence certificate image | No |
| A “verification” link on the casino’s own site | No |
| The brand and domain on PAGCOR’s lists | Yes |
Legit Online Casino: Age and Safety Signs
What else should be visible? A 21+ notice and a responsible gaming line. The wording PAGCOR’s code of practice wants reads: “Gaming for 21 years old and above only. Keep it Fun. Game Responsibly.”
What about money? A request to pay into someone’s personal account is a flag, and so is a wallet link promising a gaming top-up. From 16 August 2025 both GCash and Maya dropped gaming access inside their apps, so read the GCash casino explainer.
Red Flags to Watch For
Which warning signs repeat?
- A licence image that matches nothing in PAGCOR’s lists.
- A brand that matches a listed name but uses a different domain.
- A “verifier” run by the casino itself.
- Pressure to pay quickly, or to a personal account.
What do I do if I see one? Pay nothing, and file a report with the CICC at cicc.gov.ph.
Applying This to One Lobby
Legit Online Casino Check on One Lobby
Where is a worked example? The legit page for this lobby runs the check and shows the result.
- It names the lobby domain it checked.
- It shows the PAGCOR lists it used and their date.
- It records what the lobby’s own footer prints.
What else helps? The broader online casino checklist lists what a site should show up front, and PAGCOR’s reminders sit on the responsible gaming help and limits page.
What next? When you are 21 or older and satisfied, go to the login after the checks or register once you are satisfied.
How to Get Started
-
Open PAGCOR's Guarantee site
PAGCOR keeps its register of licensed internet gaming platforms current there, and you can filter it by game offering.
-
Match the brand and the exact domain
Open PAGCOR's accredited administrator list and find both. A brand with a different domain is not a match.
-
Ignore what the page claims about itself
Logos and certificates can be forged. Only PAGCOR's records count.
